Question 1: Can an IU coach or staff member hand a high school or club coach correspondence material that is legal to give a prospect, and have them give it to the prospect? In other words, if an IU coach or staff member saw a junior prospect play and he or she wanted to write the prospect a note and say good job, could the IU coach or staff member then give it to the recruits HS or club coach or does it have to be mailed?

Answer: No, Bylaw 13.4.1-(a) requires that general correspondence, including letters and postcards issued by the U.S. postal service (i.e, blank cards) and institutional note cards may be sent to a prospect only by mail. Bylaw 13.4.1 also states that member institutions are permitted to provide only the printed materials listed below to prospects, coaches of prospects or any other individuals. So, it would not be permissible to give a note to a coach and ask him or her to pass it on to a prospect.
