Answer: No, Bylaw 13.6.1 restricts transportation on an unofficial visit to viewing of practice or competition sites and other institutional facilities (located within a 30-mile radius of campus) when accompanied by an IU staff member. So, while a "tour" of Bloomington is not permitted, you could point out interesting sites that appear on a direct route between institutional facilities.
