Question No. 1: A dead period is that period of time when it is not permissible:
To make in-person recruiting contacts or evaluations on or off the member institution's campus or to permit official or unofficial visits by prospects to the institution's campus.
To provide complimentary admissions to a prospect, except as provided in Bylaw 13.8.2.5 for a prospect who visits an institution as part of a group.
For a coaching staff member to serve as a speaker at or attend a meeting or banquet at which prospects are in attendance, except as provided in Bylaw 13.1.9.1.
For a coaching staff member to visit the prospects' educational institutions.
Question No. 2: It remains permissible for an institutional staff member to write or telephone prospects during such a dead period (within the rules).

Reminder: The time period for unlimited calls does NOT parallel the dead period. Instead, the time period for unlimited calls, for sports involved with the late signing period, begins Wednesday, April 14, and continues through Friday, April 16. Only one call is permitted for the rest of that week (Sunday ? Tuesday, and Saturday). Of course, once the prospect signs an NLI to attend IU, then there is no limit on the calls.
