True/False: A prearranged instant messaging session initiated by the coach counts as a telephone call.

FALSE! The NEW legislation says all electronically transmitted direct human voice exchange shall be considered telephone calls and that all electronically transmitted correspondence shall be considered general correspondence. So, while you will not be able to respond to an IM from a prospect younger than a junior (before September 1 of the prospect's junior year), you will be able to initiate a conversation using IM with a junior (after Sept 1) or a senior without using up your one phone call per week. I will seek an interpretation from the NCAA to see if you can respond to a prospect prior to September 1 at the beginning of the prospect's junior year in HS with the generic response permitted in 13.4.1.1. For purposes of the test, however, you need to know that instant messaging/chat rooms/text pagers/etc. will fall under the rules regarding general correspondence. The test is covering legislation effective during the next recruiting cycle (August 1, 2004 - July 31, 2005), so answer according to the new legislation. Please realize that this new legislation (in this case) is NOT effective until August 1, 2004! So when recruiting, follow the old rules until August 1. After August 1, you can IM with a junior after September 1 or with a senior immediately UNLESS there is also the capability to actually hear a human voice while you are IMing (apparently some computers have that capacity).
