Question:
Is it permissible for an ineligible student-athlete (i.e., ANY student-athlete NOT on the CEL) to travel with his/her team to away competition as long as he/she doesn't compete?
Answer:
No, NCAA Bylaw 16.8.1.2 states that we can only provide actual and necessary travel expenses to student-athletes who will be representing IU and who are eligible for collegiate competition (per Big Ten Rule 14.10.C, a student-athlete is NOT eligible for competition unless his/her name appears on the CEL). So, this obviously precludes an academically ineligible SA, any SA who is ineligible due to a rules violation, a transfer SA sitting out to satisfy the one-year residency requirement, a freshman not yet cleared by the clearinghouse, a transfer on whom we are still waiting for academic information from his/her prior institution, etc. from being able to travel (and/or receive travel expenses) with the team. Needless to say, there are many situations that could keep a student-athlete from being eligible to compete/travel, so be sure to thoroughly, completely and accurately check the CEL and ask questions if a SA's name is not on it, but you think they are otherwise eligible!!!
