Compliance Question Of The Week
Compliance Question Of The Week
Question:
My team will only get better with constant and unrelenting attention and coaching by me (he exaggerated). Can I require them to be at practice all the time?
Answer:
Well, obviously, NO, he averred emphatically.
The time required of student-athletes for participation in intercollegiate athletics shall be regulated to minimize interference with their opportunities for acquiring a quality education in a manner consistent with that afforded to the general student body.
In Season and Out of Season
In season refers to that period of time between the team's first officially recognized practice session and the last practice session or competition, whichever occurs later. Some sports have 2 "in-season" portions.
Daily and Weekly Hour Limitations - In Season
Countable athletically related activities are limited to 20 hours per week, with a maximum of 4 hours per day.
Competition
All competition and any associated athletically related activities (ARAs) on the day of competition count as 3 hours regardless of the actual duration of these activities and regardless of whether a student-athlete actually participates in the competition.
Practice after Competition
Practice and other countable ARAs (e.g., review of game tape) may not be conducted after competition at any time (including vacation periods) with any team member. New 2010: no ARA between midnight and 5 am.
Day Off
All countable athletically related activities are prohibited during 1 calendar day per week. A week is defined as any seven consecutive days, determined at the coach's discretion, but must remain the same for the entire playing and practice season segment.
Exceptions to the Day Off Requirement:
During vacation periods, including pre-season.
During participation in one conference and postseason championship.
During participation in the postseason National Invitational Tournament.
During participation in NCAA championships.
If IU's Basketball team plays in three contests in a designated 7 day "week" provided the student-athletes do not engage in any countable ARAs for two days during either the preceding or the following designated "week".
Preseason and In-Season Vacation Periods
Daily and weekly hour limitations do not apply to countable athletically related activities that occur during IU's official vacation period as listed in the institution's official calendar, and during the academic year if your sport is within the declared playing "in" season.
A countable athletically related activity is any required activity with an athletics purpose involving student-athletes and at the direction of, or supervised by, one of more of IU's coaching staff (incl. strength & conditioning coaches).
Administrative activities (compliance meetings, academic meetings, etc.) shall not be considered as countable ARAs.
Multi-sport Athletes
A multi-sport student-athlete's participation in countable athletically related activities is limited to a total of 20 hours per week and a maximum of 4 hours per day.
Missed Class Time for Practice
Student-athletes may not miss class to attend practice except when a team is traveling to an away-from-home contest and practice is in conjunction with the contest.
Out of Season Hour Limitations
During the academic year, a student-athlete may participate in a maximum of 8 hours of countable athletically related activities per week outside of the playing season. Each athlete must be given 2 days off during out of season activities. No more than 2 of the 8 hours of countable athletically related activities may be devoted to individual or team related skill instruction. There are no limitations on the number of student-athletes who may be involved in skill instruction between September 15 and April 15 each year.
All athletically related activities outside of the playing season are prohibited one week prior to the beginning of the final examination period through the conclusion of each student-athlete's final exams. (starts 4/26/10)
More than four student-athletes from the team may be involved in skill-related instruction with their coaches from Sept 15 through April 15. Prior to Sept 15 and after April 15, no more than four student-athletes from the same team may be involved in skill-related instruction with their coach(es) at any one time in any facility. And for Baseball, no more than four can do skill instruction until after January 15 second semester.
Conditioning Activities Outside of the Playing Season during the Academic Year
Conditioning drills that simulate game activities are permissible, provided no offensive or defensive alignments are set up and no sports equipment is used.
Out of Season Vacation Periods
A student-athlete may not participate in any countable athletically related activities outside of the playing and practice season during any institutional vacation period.
Strength and conditioning coaches who are not countable coaches and who perform such duties on a department-wide basis may design and conduct specific workout programs for student-athletes provided such workouts are voluntary and conducted at the request of the student-athlete.
Voluntary Activities
In order for any athletically related activity to be considered "voluntary," all of the following conditions must be met:
- The student-athlete must not be required to report back to a coach or other athletics department staff member (e.g., strength coach, trainer, manager) any information related to the activity. Note: Coaches and Administrators with Sport Specific Responsibilities may NOT observe voluntary activities.
- No athletics department staff member who observes the activity (e.g., strength coach, trainer, manager) may report back to the student-athlete's coach any information related to the activity.
- The activity must be initiated and requested solely by the student-athlete. Neither IU nor any athletics department staff member may require the student-athlete to participate in the activity at anytime.
- The student-athlete's attendance and participation in the activity (or lack thereof) may not be recorded for the purposes of reporting such information to coaching staff members or other student-athletes.
- The student-athlete may not be subject to a penalty if he/she elects not to participate in the activity.
- Neither IU nor any athletics department staff member may provide recognition or incentives (e.g., awards) to a student-athlete based on his attendance or performance in the activity.
Athletics department staff members may provide information to student-athletes related to opportunities for participating in voluntary activities (e.g., time when the strength and conditioning coach will be on duty in the weight room or track).
For students who have initiated a request to engage in voluntary activities, IU or an athletics department staff member may assign specific times for student-athletes to use institutional facilities and inform the student-athletes of the time in advance.
