Question:
As a coach, what do I need to know about the new legislation governing my program's use of recruiting/scouting services?
Answer:
A lot. But, the main thing is to be aware that every recruiting or scouting service you use is now subject to legislative requirements (NCAA Bylaw 13.14.3 - revised and not yet in the manual, but available here) which it must meet in order for you to be able to use it. The new rules are directed primarily at basketball and football, but have been expanded to cover all sports.

What do I need to do to ensure that my program's use of recruiting/scouting services is compliant with the legislation governing their use?

Great question Coach. The best thing you can do is identify each recruiting/scouting service that you use or subscribe to and let the compliance office know the details for that service. Our office is compiling a spreadsheet of each of the recruiting/scouting services that you use and charting whether they meet the specific legislative requirements. This will be continuously updated and by next year, we should know about all of the services you wish to renew and the process should be painless. We have asked the business office to notify us about any charges for services resembling recruiting/scouting services. In order for the bill to be paid for a recruiting or scouting service, the business office will need our acknowledgement that it is compliant with the new legislation. To help speed along this process, it would be beneficial if you could send me any information about a service you are wishing to order or renew before you submit it to the business office. I can then send the information on to them once it is approved.
Bottom line- some services that you currently use will either have to alter the way they do business or update their advertising/web presence in order to be compliant with the requirements of NCAA Bylaw 13.14.3. Some have done so already by going through the (7) requirements and specifying why their service meets each of them. I suspect others will do the same if they realize they could lose business. This legislation was intended to curb the practice of programs buying "fake" services and/or paying outrageous rates multiple times per year for services, and the recipients were always connected to a prospect(s) in some way. Unfortunately, the legislation's scope will impact completely legitimate recruiting/scouting services as well, so we'll just have to adjust and stay on top of these services!
