Question:
Although this is the time of year when we could cover many things: camps; summer recruiting; incoming prospects (and returners) summer activity, etc. we decided to do a quick review of the rule changes which occurred in the April/May period. This is the time when the 2010-11 rule proposals become final, one way or another (or not as the case may be...) and the 2011-12 proposals start to form. It will not ever stop, by the way.....
Answer:
All of these will become effective IMMEDIATELY unless noted. M-2011-1 - MBK: PSA who has signed a NLI can make an unofficial visit in July.
2009-100-A - MBK - IU cannot host, sponsor or conduct nonscholastic practice/competition in which PSAs (7th grade +) participate on its campus or at any institutional facility.
2010-16-C - BASKETBALL - [Tabled/Did not pass] Limit number of noncoaching staff members to two - This will return with some changes for 2011-12
2010-17 - FOOTBALL - Increase limit on graduate assistant coaches to four. 8/1/12
2010-18-C - FOOTBALL - [Tabled/Did not pass] Limit of six noncoaching staff members. This will return soon in a new format.
2010-24 - MBK - SA must request for name to be removed from NBA draft before the first day of the spring NLI signing period. 8/1/11
2010-25 - Allows SAs to use career counseling and internship/job placement services, provided there's no use or promotion of their athletic ability.
2010-26 - [Tabled/Did not pass] Revise the regulations related to use of a student-athlete's name or likeness for promotions, advertisements and media activities.
2010-30 - SPORTS OTHER THAN FOOTBALL - One phone call per month to an individual on or after June 15 at the conclusion of sophomore year in HS through July 31 after junior year in HS; two phone calls per week beginning August 1 prior to senior year and one phone call per week to a two-year or four-year college PSA; during a contact period that occurs on or after August 1 before senior year in HS, telephone calls are unlimited. 8/1/11
2010-39 - An institution may only provide permissible video or audio material to a PSA via an electronic mail attachment or hyperlink. 8/1/11
2010-45 - For a coach to participate in national/Olympic training programs involving PSA's, the coach must be selected by an authority or a committee and show documentation; Olympic and national team development programs may involve a coach and current student-athletes from the same institution.
2010-48 - MBK - [Tabled/Did not pass] The NCAA shall publish a quarterly list of men's basketball recruiting or scouting services deemed to meet the required standards for subscription.
2010-51-A - Enrollment in nontraditional courses offered by the institution may be used to satisfy the full-time enrollment requirement for competition. 8/1/11
2010-52 - BASEBALL, BASKETBALL, FOOTBALL - Allows a student-athlete who is enrolled in a graduate program to transfer without penalty as long as he/she has at least one season of competition remaining and the student-athlete's previous institution did not renew athletically related financial aid for the following academic year. 8/1/11
2010-59-C - FOOTBALL - A student-athlete who does not successfully complete nine-semester hours of academic credit during the fall term is not eligible to compete in the first four games in the following season; he can regain eligibility to compete in the third and fourth contests of that season by successfully completing 27-semester hours of academic credit before the beginning of the next fall term and ONE-time only can regain all four games by passing 27 hours. 8/1/11
2010-82-A-B - Increases per diem money from $20 to $30 per SA to cover incidental expenses during NCAA championship events for a period of up to 10 days. 8/1/11
2010-86 - BASEBALL, CROSS COUNTRY, FIELD HOCKEY, SOCCER, VOLLEYBALL - no class time shall be missed in conjunction with competition during the nonchampionship segment 8/1/11.
2010-87 - CROSS COUNTRY, FIELD HOCKEY, SOCCER, SOFTBALL, VOLLEYBALL - once every four years, can go to Hawaii or Alaska for nonchampionship there. 8/1/11
